(Miami, OK) – Jacque Wedding-Scott will join the City of Miami administration Wednesday, Sept. 10, as interim city manager, filling the office vacated last month by former city manager Jeff Bishop.
Wedding-Scott, from Lakewood, CO, comes to Miami with more than three decades of municipal government experience in the areas of strategic development, human resources, public finance, budgeting, economic development and public/private partnerships. She currently does consulting work assisting municipalities in the development of innovative business development strategies, strategic and organizational planning, public finance/revenue administration, economic development, and business retention and recruitment.
Prior to her work as a consultant, Wedding-Scott served as city manager for the City of Centennial, CO, where she served for approximately four years before resigning in 2011 to step into “semi-retirement.” While at the City of Centennial, she led the city through its first “visioning process” which resulted in the development of “Our Voice Our Vision Centennial 2030” – a citizen-led effort to chart a 20-year course for the new Colorado town.

: 30 plus years local government experience, with specific emphasis in city operations and management, public finance and budgeting, economic development, public/private partnerships. Jacque has extensive experience in aligning and developing staff, and creating mission-driven teams focusing on innovation, efficiency, effectiveness, and responsiveness. Jacque has managed departments and/or organizations ranging from 42 to 58 full time equivalents, and an additional 230 contract employees.
Core Competencies: Throughout her career, Jacque has recruited, hired and developed executive, mid-management, and support staff. She has extensive experience in human resource management, including defining performance standards, goal development, performance evaluations, employment contract negotiations, employee investigations, and terminations. Jacque also brings experience in city manager recruitments from the development of the initial Request for Proposals for recruitment services, through City Council/Staff/Community interviews defining expectations and development of the recruitment community profiles/job descriptions. She has been requested by state and local agencies to participate on interview panels for executive director appointments, numerous city manager positions, and executive hires for other agencies.
Jacque is a proactive communicator and a problem solver with broad and extensive experience working with the “big picture” perspective of municipal government operations and functions. Externally, her passion has been cultivating regional partnerships and creating the building blocks for collaboration in service provision.
Most recently, Jacque was the City Manager for the City of Centennial, CO (100,377 pop), the 10th largest city in the state of Colorado, and one of the newest cities in the State. Centennial is a relatively unique environment with over 80% of its services provided through private and/or public contractors. During her tenure at Centennial, the City negotiated a new 10-year law enforcement contract with the Arapahoe County Sheriff’s Office, and in a nine-month period transitioned the entire public works services program from County supported to a private contractor, CH2M Hill (the largest known transition of its kind in the public sector in the US). Centennial received state and national attention for their innovation in public service, as well as numerous awards for their partnerships and project success – including, receiving an Exemplary Service Award from the National Center for Public/Private Partnerships (NCPPP) in early 2011.
Jacque has extensive public finance background, including ten years as the Finance Director for the City of Lakewood, CO focusing on resource generation, resource allocation and expenditure management (resource utilization). During her career in local government, Jacque has been a strong advocate for local collection of sales/use taxes, and has been intimately involved with assisting several local governments transition from state to local collection, analysis and intervention on legislative initiatives impacting local sales and use tax administration, chairing a variety of Colorado Municipal League (CML) and Colorado Association of Municipal Tax Auditor (CAMTA) tax policy committees, has been an administrative hearing officer for tax appeals, and is often sought as a subject matter expert in the Colorado sales and use tax arena.
Jacque also has a strong and successful background in economic development, and over the past several years, she has been a key resource in helping to develop complex public financing strategies, project planning and the ultimate build-out of numerous large scale retail developments in Colorado, including IKEA Centennial – Colorado’s first IKEA store – serving a 5-state regional draw, two urban renewal/redevelopment projects – the BelMar District (Lakewood, CO), and the Streets at SouthGlenn (Centennial, CO), and the Colorado Mills Shopping Center a 1M square foot greenfield project (Lakewood, CO). Jacque is currently assisting the City of Glendale, CO on their recently announced Glendale Riverwalk development project, a 1M square foot Entertainment District, planned to open in 2015/16.
Professional Affiliations: In 2011, Jacque served as President of the Colorado City/County Management Association (CCCMA) in 2011 and is currently the Immediate Past President for the Association. She is the founder and a Board member of the new Colorado Women Leading Government group (CCCMA affiliation), is a member of the International City/County Manager’s Association (ICMA) – (recently receiving her 30 Year Service Award),), and has been a member of the Governmental Finance Officers Association (GFOA), the Colorado Government Finance Officer’s Association (CGFOA), and the Colorado Association of Municipal Tax Auditors (CAMTA). She was also recently appointed to the University of Colorado – Denver, Graduate School of Public Affairs, Center for Local Government and Training/Certified Public Manager Advisory Committee. In 2011, Jacque received a “Women of Influence” Award from the Commercial Real Estate Women (DENVER CREW) for the IKEA Centennial project.
Community Service: Jacque is a member of the Centennial Rotary Club and is on the Club’s Foundation Board, additionally she volunteers for Project C.U.R.E., InterFaith Community Services, and several other community organizations.
