Grove Airport Expansion approved by City Council / Concha Trippensee appointed Airport Trustee
The Grove City Council voted to approved the low bid as amended for construction of the new airport Terminal Building from Brewer Construction at Tuesdays regular Council meeting.
Bids were opened for the proposed new airport terminal building in December, and bids exceeded the cost estimates and budget for the project. The low bid was from Brewer Construction in the amount of$1,027,000. In turn, the engineer negotiated with the contractor with the lowest bid to bring their bid down to $969,775. The Airport authority accepted the low bid at that time and made a recommendation to the Council to approve the revised bid from Brewer Construction and accepting the $500,000 grant from the Oklahoma Aeronautics Commission (OAC).
Approval of the bids were subject to final negotiations with the Oklahoma Aeronautics Commission (OAC), and confirmation of the loan by the Airport Trust Authority for a loan of $300,000 to supplement the project.
• The Airport Board took action at their March I Oth meeting to recommend to the City Council that we move forward with the terminal project. Attached is a letter stating the same.
• In the most recent conversation with ODOT, they stated that they had received sufficient documentation to support the full reimbursement for the City of Grove in the amount of $960,000. Upon receipt of the final report from the contractor who took the core samples, ODOT will send the City the funds. The City is awaiting the delivery of that report.
• There was $300,000 designated in the 2013/2014 Capital Fund budget for a local match for this project.
• There is funds earmarked for the local match for the FAA apron/taxiway project in the amount of$175,000. This project is to be funded at a level of95% state and federal funds and a 5 % local match. The funds that have been set aside are sufficient to cover the local match for this project at 5 % with the increase in the cost estimate as noted in the memo from Garver.
• OAC has extended the City additional time (May 8th) to approve the grant application for the terminal building. Attached is a copy of an email from OAC in regards to the extension.
In other action, Grove Council appointed Concha Trippensee to the Airport Trust Authority. Ms Trippensee is married to former council member Gary Trippensee, and both are avid pilots. Concha has been involved in aviation for 35 years, worked on the Space Shuttle Program in Palmdale California, and Kennedty Space Center in Florida. She was also Northrup Vice President in charge of the B-2 Bomber flight Test Development Program Test Program at Edwards Airforce Base in CA. Concha and Gary Trippensee own 2 planes, and are based at Grove Airport. Concha has instrument ratings pilots license, as well as ratings on Sea Planes.
